The EU has determined a set of policies to reduce carbon emissions, promote clean energy and energy efficiency, and facilitate Europe’s transition to a low-carbon economy. The Emission Trading System (ETS), which creates the world’s largest carbon market, is the most important tool in itself. The EU the Emission Trading System (ETS), covers nearly 55% of EU emissions. These sectors include transportation, construction, agriculture and waste management. Member States have signed an effort-sharing agreement that sets binding national targets for emissions in these sectors by the end of 2020.
